The planning board onThursday vote moved forward the first phase of the plan, which calls for the construction of 556 residential units and 200,000 square feet of office and retail spaces.

In Toronto-Oshawa, prices rose 0.3 percent on the month and 2.6 percent on the year. Prices rose in 10 cities, fell in six and were unchanged in five.
